John has garnered over 20 years of cross-cutting experience advising the private sector, the Government of Nigeria and multilateral institutions on infrastructure development; strategic policy formulation, and sector reform; international economic and natural resources law. As a former consultant to DFID, he played a key role in framing the Nigerian regulatory landscape for public private partnerships through his contributions to the drafting of the Infrastructure Concession Regulatory Commission (Establishment) Act, 2011 and the Public Private Partnership Regulations amongst other instruments, and in developing a roadmap for the Reform of the Nigerian oil and gas sector. He has also represented the Niger Delta Development Corporation (“NDDC”) in legislative hearings on a Bill to Amend the Nigeria LNG (Fiscal Incentives, Guarantees and Assurances) Act, and was a member of the Special Presidential Technical Panel that reviewed the contractual framework for the Kubwa real estate development in Abuja.
